The 18-Point Plan for Israel’s Security

Amcha Yisrael’s security plan comprises eighteen measures organised around three core values: Faith, Decisive Victory and Sovereignty

Faith

    Security begins with faith in the justice of our cause, trust and unity around a shared purpose. A State cannot achieve decisive victory without a public that believes in the justice of its cause, trusts its leadership and feels that it shares in the national responsibility. Unity does not mean uniformity; it means recognising that we have one homeland, a shared destiny and a shared responsibility.

Decisive victory

    Israel must stop managing the conflict through temporary arrangements and repeated rounds of fighting. The goal of its security policy should be to shape a new reality by defeating the enemy and establishing genuine deterrence.

    As long as the enemy believes that terrorism will ultimately lead to an Israeli withdrawal or a political gain, it will continue to fight. From its perspective, time is on its side. The doctrine of decisive victory therefore seeks to deprive the enemy not only of its capabilities, but first and foremost of the belief that its struggle will ultimately pay off and that a Palestinian state will be established.

    An enemy that goes to war against Israel will lose territory. A territorial cost is a key component of building deterrence. Territory that was used as a base for an attack on Israel will come under Israeli security control and will not automatically be returned to the enemy.

    Decisive victory requires the sustained denial of enemy capabilities. It is not enough to destroy the enemy’s capabilities during wartime. Israel must continuously prevent the rebuilding of those capabilities, rearmament, and the return of military and governing infrastructure that would enable the next war.

    The State of Israel will strive to achieve a rapid victory over the enemy. Since the IDF relies on a large reserve force, reservists should not be expected to serve as career soldiers; their role is to build Israel’s economy. Wars must be won quickly!

    In Gaza: there can be no decisive victory without voluntary emigration. Hamas can only be defeated by separating it from the civilian population. Those who remain and fight us will be fought with full force. But the civilian population must be separated from Hamas: through security control, territorial reduction and preventing reconstruction. Gaza must not be allowed to return to the way it was. Aggression has a price — and the entire world will know it. Only in this way can genuine deterrence be established.

    In Lebanon: freedom of action for the IDF for as long as any trace of Hezbollah remains. As always, our aspiration is for genuine peace. But as long as the Lebanese government and military are unable to defeat Hezbollah themselves, the State of Israel will maintain freedom of action throughout Lebanon, including imposing a territorial cost and relocating populations from areas of fighting.

    Iran is the head of the snake, and we must finish what we began in Operations “Roaring Lion” and “Am Kelavi”: Thwarting the nuclear capability, disrupting the long-range missile industry, and conducting intensive, multi-dimensional operations to topple the Islamic Republic regime.

    In Judea and Samaria: we will not wait for another October 7. Israel cannot allow the threat in Judea and Samaria to develop. The Palestinian Authority must be disarmed, apart from small arms for policing purposes, and the agreements must once again be implemented. A continuous security presence, full freedom of action, the dismantling of terrorist infrastructure, effective governance and the strengthening of Jewish communities will prevent the escalation of a threat to the heart of the State of Israel.

    In Syria: preserve the gains. We will not relinquish key areas under IDF control, constrain Hezbollah in Lebanon, prevent a hostile Turkish presence from taking root, and protect the Druze community from massacres carried out by extremist Islamist militias in the country.

    Preparing for future fronts: There are countries with which Israel currently has agreements that could nevertheless become adversaries in the near future, particularly Turkey and Egypt. If this scenario materialises, it would pose a very serious threat to the State of Israel. We will ensure that the security establishment takes these potential threats seriously as well and prepares for worst-case scenarios.

    In the battle for public opinion: move from defence to offence. We must recognise that a battle is being waged against the State of Israel and the Jewish people as a whole - a battle aimed at making violence against us appear legitimate. This campaign is being waged by private individuals and organisations as well as by a number of states, including Qatar, Turkey and Russia. We must treat this arena as an active front, identify the adversary and defeat it by every means available.

Sovereignty

    The State must exercise control over its territory: in Judea and Samaria, the Negev, the Galilee, mixed cities and everywhere else. We must prevent smuggling, combat protection rackets and financial crime, strengthen settlement and governance, and dismantle terrorist and criminal infrastructure. A loss of internal and territorial control is a security threat, not merely a law-enforcement problem.

    Security independence: We must not depend on any foreign country for the supply of ammunition and munitions. We must achieve this through maximum self-sufficiency in domestic production, ammunition manufacturing and the creation of strategic stockpiles, while diversifying our sources of supply for anything we cannot produce independently.

    Increasing the number of people who serve, fight and work is essential if we are to maintain sovereignty over our territory and achieve security independence. We must bring a significant proportion of the Haredi population into the ranks of those who serve. We will do so wisely, through consensus and with respect.

  4. 17

    Legal Independence: We will not allow legal advisers to tie the hands of our soldiers as they work to achieve victory over the enemy. The State of Israel must act in accordance with the reality and conditions on the ground. We will work to reduce the harmful influence of the legal system on Israel’s security forces.

  5. 18

    The Lives of IDF Soldiers Come First. Even before the lives of enemy citizens — and before misguided norms that amount to a double standard. We will not adopt detached rules of engagement that we alone among nations observe. We will not forgo the displacement of enemy populations or the use of massive preparatory fire to soften targets before IDF troops enter them in ground operations.
